The United States imposes tariffs exceeding 300% on plywood from Vietnam containing Chinese core panels, and the current state of the plywood production line market.

The Ministry of Industry and Trade of Vietnam stated that on March 23, 2023, the U.S. Department of Commerce (DOC) announced a sixth extension for releasing the conclusion of the anti-circumvention investigation, which involves the imposition of countervailing duties on plywood using hardwood materials imported from Vietnam. Consequently, the conclusion is expected to be released on May 2, 2023.


According to the Trade Remedies Administration, prior to this, on July 25, 2022, the U.S. Department of Commerce announced that plywood products imported from Vietnam into the United States, if their core materials use wood boards imported from China, would be subject to anti-dumping and countervailing duties as applied to similar products exported from China to the U.S.

Similarly, according to the Trade Remedies Administration, the provisional tariff rate could be as high as 378.26%, applicable to goods imported into the United States from June 17, 2020.



In addition to facing international scrutiny, Chinas plywood production also has certain domestic limitations. Currently, the plywood production line market in China is characterized by small, dispersed enterprises, labor-intensive operations, and outdated equipment. Traditional plywood production in China involves manual veneer assembly and utilizes multi-opening hot presses, resulting in high labor requirements and low production efficiency. Enhancing the automation level of production equipment, adopting advanced production line technologies, and achieving continuous, large-scale plywood production through automated veneer assembly and continuous hot pressing can ensure product quality, improve production efficiency, and reduce labor costs, which will inevitably become the future development trend in the plywood industry. In January 2021, China’s first automated and intelligent continuous plywood production line commenced operation in Guangxi, providing direction and a benchmark for the transformation and upgrading of the plywood industry.
